Policy

Content Contribution, Moderation and Approval Policy

This policy describes the end-to-end workflow for placing content on the official website of the Goa Housing Board. It identifies the roles involved, the standards every item must meet, and the records that are kept for audit.

Roles and responsibilities

  • Content Contributor — an officer or employee of the Board who originates content within their area of work. The Contributor is responsible for factual accuracy and for supplying the item in the required format (text, document, image, spreadsheet).
  • Content Reviewer — the Head of the originating section or a senior officer designated by the Head. The Reviewer checks the item for accuracy, language, sensitivity, copyright and alignment with the Board's mandate.
  • Content Approver — the Web Information Manager of the Board. The Approver gives the final clearance for publication and ensures the item conforms to GIGW, WCAG and the other policies referenced below.
  • Web Administrator — the technical owner who publishes approved content to the website, applies the correct metadata, links it from the appropriate menus and archives or removes it when its life ends.

Workflow

  1. The Contributor submits the proposed item to the Reviewer along with the source documents, target placement and the requested publication date.
  2. The Reviewer verifies the item against the standards below and either returns it for correction or forwards it to the Approver.
  3. The Approver clears the item for publication. Clearance is recorded with the Approver's name, designation and date.
  4. The Web Administrator publishes the item, sets the last-reviewed date, links it from the relevant menus and updates the search index.
  5. Bilingual content is published simultaneously. English is authored by the Contributor and Indian-language renderings are provided through the Bhashini translation plugin.

Content standards

Every item that appears on the website must satisfy the following:

  • Accuracy — facts, names, figures, dates and contact details are verified against authoritative sources.
  • Language — written in clear, simple English in active voice, free from spelling and grammatical errors. Translates well through the Bhashini plugin.
  • Neutrality — free from offensive, discriminatory or politically partisan language.
  • Accessibility — every image carries meaningful alternative text, every document is supplied in an accessible format, headings follow a logical hierarchy and colour is not the sole means of conveying information.
  • Copyright — content is original or has been cleared for use. Third-party material is attributed.
  • Privacy — personal data is not published except where it is necessary for the public function of the office (for example, the name and designation of public functionaries).
  • Metadata — every page carries a meaningful title, description and last-reviewed date.

Records and audit

The Web Administrator maintains a log of every content change with the date, the Contributor, the Reviewer, the Approver and a link to the affected page. The log is available to the Web Information Manager and to any auditor empanelled by the Government of Goa or the Government of India.
