Content Archival Policy
This policy defines how the Goa Housing Board manages the lifecycle of time-sensitive content on its website. It establishes retention timelines, the archival procedure and how archived material may be accessed by citizens, researchers and other stakeholders.
Scope
This policy applies to all content published on ghb.goa.gov.in, with particular focus on items that have a defined validity period or that relate to a specific event, transaction or recruitment cycle.
Retention timelines
Content is moved from the active section of the website to the archive according to the timelines listed below. The originating department may extend the retention period of any item where there is a clear administrative or legal reason to do so.
- Tenders — removed from the active listing within seven working days of the closing date; archived for two years from the date of award.
- e-Auction notices — removed from the active listing within seven working days of the auction date; archived for two years.
- Recruitment notices, examination notifications and marksheets — removed from the active listing within thirty days of the final selection list; archived for three years or until the validity of the panel ends, whichever is later.
- Advertisements and public notices — removed from the active listing within thirty days of expiry; archived for two years.
- News, press releases and announcements — archived two years after the date of publication.
- Orders, circulars and notifications — retained indefinitely. Superseded versions are moved to the archive with a link to the current version.
- Acts, rules and policies — retained indefinitely. Repealed or amended versions are moved to the archive with a link to the current version.
- Annual reports, audit reports and statutory publications — retained indefinitely on the website.
- Gallery images and event photographs — retained indefinitely unless withdrawn for reasons of privacy, consent or relevance.
Archival procedure
Each content owner is responsible for monitoring the validity of the items they publish. When an item reaches the end of its active life:
- The content owner marks the item for archival in the content management workflow.
- The Web Information Manager reviews the request, verifies that the item is no longer required to remain active, and moves it to the archive section.
- A redirect or reference link is maintained from the original URL where possible, so that bookmarks and citations continue to work.
- The archive entry preserves the original publication date, the date of archival, and a permanent URL.
Access to archived content
Archived content remains publicly accessible through the archive section of the website. It is also indexed by the site search so that users can find it directly. If specific archived material is not available online, citizens may request a copy from the Web Information Manager or through the Right to Information process.
Deletion
Content is deleted only where it is found to be factually incorrect, in breach of copyright, in breach of privacy, or where retention is prohibited by law. Deletion requires written approval of the Web Information Manager and is logged in the content management system for audit purposes.
Ownership and review
This policy is owned by the Web Information Manager of the Goa Housing Board and is reviewed every twelve months, or sooner if there is a material change in the lifecycle of any content category.
